Both tools provide the core functionality for compliance: automated cookie scans, blocking scripts until there is consent, a customizable banner, and support for Google Consent Mode v2 and Google Tag Manager. For a standard, GDPR-proof banner on a single website, both solutions suffice.
Where the difference lies
Hosting and Origin. Cookiebot originates from Denmark and runs entirely within the EU. CookieYes is a British company. Since Brexit, the UK is a "third country" under the GDPR. This is often not a hard blocker for small sites, but for parties requiring "everything within the EU," Cookiebot offers an advantage.
Pricing and Cost Model. Both have a free plan and start with comparable entry-level rates (Cookiebot from $7/month, CookieYes from $10/month). Pay attention to the pricing model: Cookiebot charges per subpage count, whereas CookieYes charges per pageviews. A small site with high traffic will fall into a more expensive plan faster with CookieYes. A large site with low traffic will become expensive faster with Cookiebot. Calculate this for your specific situation.
Extras. CookieYes features a built-in privacy and cookie policy generator. This is useful if you do not yet have a privacy statement. Cookiebot lacks this generator but offers a stronger consent logbook (audit trail). This is essential if you ever need to prove that collected consent is legally valid. CookieYes' IAB TCF support for ad networks is only available in paid plans.

Our recommendation
For most European websites, we recommend Cookiebot. The EU hosting, the strong consent logbook, and IAB TCF without additional charges make it a safe choice during audits. When using Google Ads or Meta, the extensive audit trail weighs heavily.
Choose CookieYes if you do not yet have a privacy and cookie policy and want to use the built-in generator, or if the pageview-based billing model turns out cheaper for you. British hosting is rarely a practical obstacle for a small site.
Setting up a banner does not equal compliance. Most violations occur post-installation because scripts still load too early via Google Tag Manager. Always run a free scan after configuration to verify it actually works.
